EU Unveils Sweeping 21st Russia Sanctions

(MENAFN) European Commission President Ursula von der Leyen on Tuesday announced the bloc's most expansive sanctions drive yet against Moscow, unveiling a 21st package of measures that, for the first time, strikes at Russia's fishing industry while tightening the net around its energy revenues, financial networks and cryptocurrency operations.

In a statement released by the European Commission, officials said the proposed package would suspend the oil price cap's automatic adjustment mechanism through January, a move designed to stabilize crude markets while sustaining economic pressure on Russian revenues.

The measures would expand the maritime sanctions blacklist by 30 additional vessels, bringing the total to 662 designated ships. Crucially, the package breaks new ground by targeting support vessels that service the so-called "shadow fleet"—including those conducting bunkering operations—marking a significant escalation in efforts to disrupt Russia's sanctions evasion infrastructure.

The proposal further restricts ports, airports and refineries engaged in the trading or processing of Russian oil, and moves to prohibit the sale of liquefied natural gas tankers to Moscow.

On the financial front, transaction bans would be extended to 31 additional Russian banks, with a further 20 entities—spanning banks, crypto firms, digital platforms and oil traders operating in third countries—also brought under the restrictions.

The trade component of the package introduces fresh export controls on goods and technologies feeding Russia's military-industrial complex, including drone-related equipment. Complementing those measures, import bans would apply to goods valued at approximately 60 million euros ($69.4 million), among them specific metals and automotive components.

In a historic first, the EU would move against Russia's fisheries sector, imposing sweeping curbs on the import of selected fish products and an outright ban on others—including cod.

Von der Leyen also unveiled a new travel prohibition, barring entry into the EU for individuals who have served in the Russian armed forces since the outbreak of the Ukraine conflict.

The package now awaits unanimous approval from all EU member states before any of its provisions can take legal effect.
